Depending upon one’s definition of ‘capital city,’ the world’s highest capital city (i.e. the one with the highest elevation) is either Quito, Ecuador at 9,350 ft. (in the central square) or La Paz, Bolivia at 11,483 ft. The confusion comes from the fact that La Paz is technically the administrative capital of Bolivia while Sucre (which is at a lower elevation than Quito) is the legal capital. The Bolivian Supreme Court meets in the latter while other government offices are in the former.
